Water moves in FAIRLY predictable manners. we can not really appreciate that with our naked eye because we have a hard time processing all the movement.

That said, it is predictable. Imagine a mathematical wave pattern. The length of time between each of the tips of those waves is known as its period. Lets say its period 1
If you take points from other times, you’ll KINDA be able to see that its a wave, but if you take points to reference it ONLY at multiples of the period, you will see a straight line.

This is that put into effect. The frame-rate of this camera, is the EXACT SAME as the period of the waters movement pattern.

In short, the water looks like its not moving because the camera is taking pictures only when it hasn’t moved…. yeah that sounds crazy but that’s how this trick works.
